May 28, 2014: TI exposes irregularities in KP power projects

award of tenders of 365 micro-hydel power projects (is it different from the news from April 13 below?)
Allegations
- levelled by Pakistan Council of Renewable Energy Technologies (PCRET), a department of the federal government against Pakhtunkhwah Hydel Development Organisation (Phydo), new department made by KPK govt.
- that contract being awarded to favorites – not to PCRET

April 13, 2014: Award of power sector contracts: TI Pakistan voices concern over violation of PPRA Act

Projects:
- Gorkin-Matiltan hydropower project in Swat (84 megawatts MW)
- Lawi hydropower project in Chitral (69 MW)
Biddidng cost – Sinotec Consortium got contract on Rs. 34 billion bid (second lowest bidder bid for Rs. 39 billion) WHATS WRONG
Allegation: Sinotec Consortium gave false information of its experiance and financial turnover (to meet the minimum requirement). Consultants also certified.
Sinotec Consortium could have been favorited because of their offers and MoUs with KP govt
- SINOTEC (Chinese) – 500 MW hydal electricity in KPK Provicial grid in 4 years (news on Jan 15, 2014)
- Sino-Tia-Cheng Group (Chinese) has offered investment in hydropower projects in Khyber Pakhtunkhwa (news on March 10, 2014)
This is still little information to find anything obvious – More news will be important

12-04-2014: Pervaiz Khattak suspends 3 seniors sports department officiers

After initial inquiry of 1.8 million transfered to Mahmood Khan’s (PTI minister) account (my view: strange/fishy)
Mahmood Khan cleared
Following suspended
- Sports Secretary (Ahmad Hassan)
- DG Sports (Tariq Mehmood) who is a BS-17 officier working at BS-19 position
- Drawing and disbursement officer at the directorate of sports (Mohammad Tariq)
Inquiry officier: Dr Hammad Awais Agha (BS-21).
My verdict: They can be blamed for violating rules but who asked them to do so? Why minister got clean chit

10-04-2014: Imran Khan urged CM to ban discretionary funds (read with reference to previous story)

08-04-2014: Sports minister, Mahmood Khan transfered Rs. 1.8 million (18 lac) from discretionary fund to his personal account

Minister admitted that it was mistake but done because didn’t know the rules (my view: lame excuse)
Instead of cross checks, gave cash to players (my view: to get personal advantages)
Acting DG sports, Tariq Mahmood says checks issued on ministers orders (my view: why you do wrong?)
Mahmood Khan will get Irrigation after reshuffle (will this happen?)

Someone from PTI (in CM complaint cell) tried to influece the experts committee but FAILED
Tried to stop bid opening by sending letter to Secretary Health arguing that it was not fair
