Chinese investor group to invest $1billion in two Mega Housing Schemes in KP

A high level team of Chinese investors group in housing sector called on the Chief Minister Khyber Pakhtunkhwa Pervez Khattak at CM Secretariat Peshawar and offered investment of one billion dollars in two mega housing schemes in the province. The group participants also lauded decision of KP Govt to launch mega housing schemes with availability of all basic civic amenities including safety and security in view of the residential requirements of the ever increasing population of the province especially in the provincially metropolis and assured all out support in implementing it. These schemes besides Mega Education City M-1 Nowshera and Mega Sports City Peshawar also included New City Abbottabad and New City & Tourism Resort Booni Chitral.

Pervez Khattak during deliberations with the group led by Mr Ma Shi Jing CEO of Shanghai Company made it clear that though both the mega projects would be big cities with all housing facilities and availability of basic amenities on scientific lines but these are named as Education and Sports cities with sole aim to project importance of education and sports by the PTI-led coalition govt as well as promote it there with allocation of 15-30% area for it respectively. Besides Speaker KP Assembly Haji Asad Qaisar, Provincial Minister for Higher Education and Information Mushtaq Jadoon, Advisor to CM on Housing Dr Amjad Khan, Parliamentary Secretary on Planning & Development Mian Khaleequr Rehman. Chairman CM Complaint Cell and Advisor to CM on Investment Haji Dilroze Khan, Chief Secretary Amjad Ali Khan, Additional Chief Secretary Khalid Pervez, Secretary Housing Engr. Zahid Arif, high ups of relevant departments and experts from private sector were present on the occasion.
The Chief Minister said that the need for new housing schemes to meet the residential requirements of the growing population and reduce pressure on the existing urban localities was direly felt for long period but unfortunately the past regimes did not give heed to this crucial sector as well. That was why he said he directed the quarters concerned to take effective and result oriented measures to this effect on emergency grounds. CM said that since consultants had been hired for initiating work on developmental schemes therefore, there the execution of the schemes was being started with a vigour adding that now progress on the schemes would be quite visible. He said that all the proposed housing schemes would not be executed by the housing department itself rather a separate construction company be formed for their execution with entire responsibility of implementation, timely completion, quality of work and payments etc. He welcomed offer of the Chinese company for large scale investment in housing sector of the province in this backdrop.
Mega Education City project:
Pervez Khattak assured that all these schemes are planned to be of international standard equipped with all modern civic facilities. Briefing the participants about the proposed Mega Education City project, Secretary Housing Department Engr Zahid Arif told that 80,000 acres of land had been identified for Education mega city near Kernal Sher Khan Interchange on Motorway M-1 while section-IV has been imposed for the acquisition of the land, whereas pre-feasibility of the project was also completed and presented to the competent authority. Similarly, hiring the planning and designing of the project is in final stages by consultant firm of international repute. He told, 30% of the total area of the scheme will be specified for educational institutions including universities wherein state of the art centers for education and research will be established. It was further revealed that practical work on the project (education city) was about to be this year.
Mega Sport City Peshawar:
Regarding the proposed Mega Sport City Peshawar it was told by the authorities of housing department that the scheme would be setup on a total area of more than 14000 acre situated between Peshawar and Nowshera. The scheme to be setup with an estimated cost of Rs.1.5 to 2.00 trillion, will be five times bigger than Hayatabad Township in size and would thus cater the residential needs of more than six lacs people, it was told.

The Chief Minister said that he had directed the concerned high ups to execute these projects phase wise under public private partnership (PPP) wherein investors including Shanghai Company’s participation would be a high welcome. He said that all the housing schemes in KP would not be confined to paper works only rather it would be put on ground, and the mistakes committed in the execution of the previous projects would not be repeated.

Filing of complaints into RTS start

The Right to public Services Act 2014 has practically become operational in Khyber Pakhtunkhwa as complaints of citizens have started pursuing in and being initiated for providing them services under the Act.

Recently Mr Faisal Ghani a resident of Takhtbai district of Mardan in his written application filed before the RTS Commision stated that despite several requests his FIR was not being registered by the concerned SHO .The aggrieved person also informed that he approached the DPO Mardan for getting his report registered, but in vain. He, therefore approached the RTS Commission for redressal of his grievance.
The Commission summoned both the applicant and the concerned SHO. After hearings the parties, bench of RTS Commission issued directives to the DPO concerned to summon both the parties and pass an explicit order either accepting the appeal of Mr Faisal Ghani or registering FIR within 30 days.

On September 29, 2014 the concerned SHO informed the Chief Commissioner RTS in writing, that as per the appellant’s request FIR no 684 was registered at Police Station Takhtbai and investigation started.
RTS, Commission authorities commented that more and more awareness is being created among the public about the law, which shall go a long way in building trust between the citizens and the state. The Chief Commissioner also acknowledged the interest taken by the DPO, Mardan Mr. Gul Afzal Khan Afridi in responding to the genuine need of an aggrieved citizen under the Act.
